Initial Observation -- please give 'notes.ini' location as the first parameter to nserver.exe. That's how server expects. So your line should show as "C:\Lotus\Domino\nserver.exe =D:\Lotus\Domino\Data\Server1\notes.ini -jc"
Next check to see if the admindata.xml file has <admins> </admins> section empty. If it is then that is the problem. Normally this happens if the admins don't have internet password set, duplicate name or ambiguous name. In any one of these cases, server does not write admininfo to admindata.xml file.
The very reason "Edit -> Controller Access" is not showing any list means <admins> section is empty. Let me know what you have in admindata.xml file and then we can see what is happening.
I am assuming Notes.ini is appropriately modified to show the new Data Directory after moving to new location
D:\Lotus\Domino\Data\Server1 and that is where admindata.xml, dcontroller.ini and dconsole.ini files are created. If you want you can delete dconsole.ini and dcontroller.ini file. If there are not many servers in dconsole.ini of the jconsole you are connecting from, you can delete that also.
